GETTING LOW CPC on Keywords in health Niche

I am targeting a High CPC keyword in heal th Niche and have written my copies with a mix of 4 Kws per articles and minimal KW desnity. My traffic is mainly comming from Social .
I am not getting the desired CPC per click, Can anybody tell whats the issue?
