Be sure to use local city names in your page titles and the text on your pages. That will help your page show up when searchers look for landscaping services in your city.

I agree with Metapilot. One acceptable approach if you are having a hard time with competitive keywords is using your location and adding it up on your keyword. Clients/consumers are able to find you that way whenever they are looking for your services on the web.

Someone familiar with SEO is going to understand that your client requires geo targeted keywords. So what ever the google tool says the competition is..is a google average and not a local average.

You might want to do some reading on "Zones" and "regions" as it pertains to your clients needs. you might want to ask about specific plants that they use, and types of grass. Sometimes even soils have region specific names.

I 2nd using MOZ.org they have a 30-day free trial for their keyworld difficulty tool.

But you want to try to find LSI long tail keywords. I suggest just finding a LSI keyword search tool.

    This might help

Are you using keyword planner's competition tab? If yes, you've been doing it all wrong. It's for Adwords, not organic SEO.
