I think for today's changes in the algorithm, yes! So be careful not to do link exchange specially to low quality sites.

Google frowns upon link exchanging. However its extremely common for sites in the same niche to link to each other. In fact, sites only ever link to sites in the same niche, so they often link to each other.

In other words, don't do it excessively and you can get away with it without any real penalty.

    Short answer: yes

    Long answer:

The problem with link exchange is that you insert a link somewhere on sidebar/footer with a website that have a link in the same place with your website. This is different from the definition of backlinks where someone is linking to your website because it found your content useful.
So you can see how you can easily raise a red flag for a SE.

Not to mention that sidebar/footer links worth nothing these days comparing to contextual links.

My advice is focus on quality and content. Offer something worth of linking .

One of our websites got a Google penalty for this exact thing. However, when we reviewed the situation we saw that it had not been done well by the prior owner and was exactly what Google doesn't like - basic link on home page that is not identified as being "sponsored" or "ad" and provided no value to the website.

In the past year that site has only done a couple of those and generally puts it within content. Logical, relevant content with logical, relevant links based on the website. Seems to be working for us.

    Best of luck,

First of all Link exchanges are programs in which one site offers to link to another site in return for a reciprocal link. The key component of a link exchange is the requirement for a reciprocal link. Link exachange is good when the page to which your linking has a high authority, trust, meaning it ranks high in search engines, which will add value to your site as well. Usually sites having the domain extension ".edu"&".org"are considered to provide high value links. However links from authoritative sites are not easy to obtain.
Link exchange is good for incoming links as it bring lots of traffics towards your website and it does helps to navigate from one site to other to find valuable content.
Link exchange and reciprocal links are natural to some extent. On the other hand, obvious and massive link exchange schemes or networks can be detected algorithmically, so you end up penalized sooner or later.
