If i do SEO by changing IP address, does it effect positively on ranking of any webpage in google search results.

Your IP address has nothing to do with the rankings of your website.

  Seriously, we have no idea what the keyword or competition is & since OP is asking how long to rank a page you can pretty much bet the #1 ranked page knows a little more about SEO.

You haven't mentioned what is the keyword or site, forum? It may take months, years or their is no rank forever.

If it ranked today in top tomorrow might be in 10th.
