In Google's eyes, if I do SEO for "sell fishing boat ohio" will I get the same SERP for "sell ohio fishing boat" or are those two totally different keyword phrases? And what about "sell fishing boat in ohio?"

Those searches will all return different SERP results.

If there's a few authority sites/pages involved they'll most likely all show up for each search query but the SERP position won't usually be the same for each page. Still, the majority of 1st page results will be unique competition, especially the lower part of the 1st page of the SERPs.

A lot of times authority site/pages don't target the [exact] keyword, they rank out of other internal pages being strong in the same niche of your target keyword. Example, Ohio DNR might show up on the 1st page for all your example keywords just because of authority for the keywords Ohio & fishing.

      Except that is not correct.

One of them might be more difficult than the other and, therefore, the same effort might get one to show up #3 in the SERPs while the other one to be only #37.

Plus, one my convert better than the other. I have several keywords with the location at the end and the same keyword with location in the beginning.

I get 4 to 10 times more visitors from the keywords with location at the end than with location in the beginning. Even though I'm showing up in the same position in the SERP's, even though the one with the location at the end has 20-30% fewer searches.

It would return slightly different results.

However, if your SEO strategy is great, then you would ideally rank for all (after all, you should have diverse anchor text).
