That all depends:

Do you own the MP3s?
Are there words on the MP3s or is it something like music sampling, sound effects, etc...?
Can you legally transcribe the MP3s as plain text to use on each individual download page?

the mp3 is for many rap singers
of cocourse there words on the MP3s

Since you didn't say you own the MP3s I'm guessing you don't have any rights to allow traffic to even download the MP3s let alone legally post the lyrics on your pages.

music don't have copyrights

Ok. But do prepare to have your pages DMCA'd from the Google results. If you get "best ranking" copyright owners are going to take notice. They might not get to you or to your site, but they can and will threaten a company in their jurisdiction - Google.

Are you absolutely sure? Because this doesn't make a lot of sense. You should do some more research on this or, better yet, choose another niche because once you get reported by the copyright owners, all your work will be lost.

  Well, it wasn't that long ago when Russia didn't recognize any rights of content owners from abroad. DMCA is also just a US measure that companies abroad can just ignore.

If you do paid SEO then I think you get more benefit... like PPC or network promotion etc. But if you have low cost budget then you can also use regular SEO, its also effective. Thanks

OK, if you have a website & want to do SEO then no problem atall. you work on that as other website. Promote your website not songs. I think SMO will be more effective for you.

  In that case the content owners are just going to go after the social media services. If they're in US or Europe, they're going to drop you without thinking twice. Heck, FB is known to drop pages based on BS complaints from political opponents and religious whacjobs. They're not going to fight a DMCA notice with you.

There are few things to do with your site. Gather all mp3 on the world (the most difficult step : you can download from the similiar site)
Add to your site (same time consuming)
Advertising them everywhere you do (signature, music forum....)

I would suggest to use Social Media effectively.
Keep updates about your Website in Social Media and ask users to give reviews about it.
You can even start a Social Media Campaign.

  This probably only works in some local social media sites that don't have to respect copyrights. The internationally known ones will likely just drop links to illegal content if they get a complaint.
