    Hi,
    You can do SEO for that Website.
    To add up there will be no affect on SEO if a Website have lot of iframes.

    What I can't see is the site itself, is it still online?

    First you need to make an SEO friendly website by On-page optimization such as title, description, keywords, Google sitemap, analytic, robot, alt tags, etc... Than you need to start Off-page optimization on the website.

    Quick answer is not really.

    View your site in Firefox or Chrome and View Source.

    Code:
    <html>
    <head>
    <frameset>
    <frame src="http://www.christinstitute-ncr.ac.in/">
    </frameset>
    </head><body>
    The code you see is what Google sees.

    This is about as SEO unfriendly as you can get.

    About the only thing you can do to improve this domain SEO wise without dropping the frame and adding unique content is add a relevant title element (title tag). After that work hard on backlinks to rank for one phrase, that's about it.

    Because there's no content on this domain it's highly unlikely to rank for anything (there's nothing for Google to rank), so it's a waste of time/resources trying to improve it's rankings.

    The domain you should put your time into is the site that's opened in the iframe.

    Why aren't you working on the real site where the content is?

    David
