Web Agency - External SEO

I am the co-founder of a web agency and we mainly design/develop websites for our clients. We offer on-site SEO optimization, however some of our clients are getting interested into performing external optimization.
How would you approach the external part of SEO? Get the keywords, find their ranking difficulties, and then provide quotes?
Ranking the selected keywords might also involve creating social media profiles to increase authority of the brand, but we already offer that product offering under our social marketing services. Should we then bundle it?
Then, when it comes to actually ranking the keywords, we would need to build backlinks. This would involve finding forums, blogs, and other web 2.0 properties where we could write content and insert links. However, for clients that offer public services, such as restaurants, this would also involve reputation management (i.e. collecting reviews, answering reviews, etc.).
Am I on the right track here? Any input is appreciated.
