Some providers may get such links via 'non-ethical' methods, but if you're referring to proper white hat SEO, then your website should be relevant to educational sites in your country (Singapore too I presume?).

For e.g. if you have an informative site on tuition or the education system in Singapore, they could help you reach out to such edu or gov sites to link back to you.

I have no idea what your website is about so I can only make general suggestions as of now.

For health and fitness, if it's related to PE, then you can try out moe.gov.sg

If it's more 'health' related, try out hpb.gov.sg, moh.gov.sg.

All of the above are not easy, but it really depends on what your website is about. If you're just a blog site, chances are next to 0% of success in getting them to respond to you. If you truly sell a product or have a rather established business in Singapore, then you can try them out.

Build an "educational" resource on your website and then use email outreach to tell the webmasters of different .edu or .gov sites about it. Some of them may link to your site if it is up to par.

this is easy

search results

find ranking urls from any site with potential backlinking opportunities

when I place a backlink from any ranking page they are the best, they are very targeted and powerful

forget the type of backlink but find ranking backlinking opportunities they trump every backlink out there

  urls rank in Google because Google determined they have all the right ingredients to rightfully earn a top placement in search
  
  so if you find a backlinking opportunity in search for a keyword relevant to your needs, don't you think that url will give you more link juice than a random backlink

  I'm not saying that great link opportunities are not great or anything, or that you could not find them if you search for them. The context is ".edu and .gov" here. The jump from "oh hey, an opportunity" to actually getting a backlink seems to be far higher than in some other cases.
