    Why would you give any other URL besides the page/URL you want ranked?

    If I purchased an SEO service, I'd expect to hand over one keyword per page. I can't imagine one keyword working for an entire site.

    It depends on the campaign what exactly you are focusing on . If you have a targeting large keywords then you can have the keywords ranked file with target pages and sent it to SEO company.

    The URL you give is entirely dependant on what page of your website you want ranked as a few people have stated above. The home page can only be ranked for what it is optimized for and vice versa for other pages.

    If you want your website to be ranked for "blue razor scooters" for example and your home page is not optimized for that keyword but another one of your pages are, you would then give the link for that specific page/post.

    Basically, you give the URL to the page most optimized for the keyword you want to target,

    In most cases, you will need to give the URL for the individual page/post. I hope this information helped you OP.
