  That's a part of the problem. Copied lists of garbage are easy to spot, but there's people who are phenomenally misinformed.

It's a shame that you had that experience.

I have never seen a good SEO service in the WSO section. There might be one in there somewhere, but most will do more harm than good, like what you experienced.

The bad news is that recovery is pretty difficult. It is not impossible, but it is also far from a sure thing.

I dont think so that a SEO service can do harm in a website. I will suggest you to do SEO for your self and to a better way to take your website in search engines.

Why don't you think that? It's really easy... You hire someone on Fiverr to point 50k forum links at your homepage... Takes only $5 and a couple of minutes, if you don't have a Fiverr account, less if you do.

You can find SEO service from your area. that way you can hire them and meet them . or else you can try online seo services but just make sure that they provide good testimonials

Several problems with this approach. First, if you've got time to do SEO for yourself you're either very lucky or doing something seriously wrong. Most entrepreneurs just don't have time to learn something that's so foreign to their core business.

Second, even if your customers are really satisfied only very small percentage are doing anything that's going to have an effect on your SERP rankings. It's very unlikely that you're able to undo any serious damage this way.

You must never use black hat techniques for getting ranks in SERPs. They would give you initial results but will hit you hard in the long run.
Things you can do to better rank your website:
1) Make sure that your web content/blog content is unique and not copied.
2) Your urls are seo friendly
3) Keywords have to be rightly chosen and distributed throughout the website
4) Create unique titles for each page with the rightful keywords

There are other aspects too.

That is unreasonable and frankly just stupid advice. By that account, you also should never hire a lawyer if you are in legal trouble. Just defend yourself. Do not hire an accountant to take care of your taxes. Just learn how to do taxes yourself. Never hire a copywriter. Just learn how to do effective copywriting yourself.

You have good points in there, and with those points I agree. But since the fellow is here, he's here in Warrior Forum, it shows that he has some knowledge about SEO. I am suggesting that he try doing it himself even just for now (I'm sorry for saying the word "forget"). I mean, just for now so he can figure out how he became a victim of those unscrupulous SEO practitioners. Then, after he has acquired enough knowledge about SEO, then he will be more wiser to choose which good service to hire.

Most of the good SEO providers aren't here anymore or stopped offering there services due to the unreasonable competition of quacks.

SEO is not magic, just because a lot of people like a company does not mean that Google will magically rank them upwards.

I'm sorry to hear that you got penalized, but let's be honest, WSOs are relatively 'cheap' because they don't provide effective and long-lasting SEO results. If a SEO provider is so confident and has the track record to back up their SEO results, they would not be charging so low. Just like a top lawyer won't charge dirt cheap prices, a good SEO provider will not too.

Your best choice is to work with a SEO company / consultant that actually has a real world business and make a living providing SEO services. Taking services from people (e.g. WSOs) who hide behind screens with no real business/companies is a surefire way to fail at SEO.
