We're an Irish company who target the USA. Our server is hosted in the US and Webmaster Tools targets the US.

However, ever since we recently changed from http to https we've shown a large decrease in organic traffic from the USA and a rise from domestic Irish traffic.

Is there anything we can do to combat this? Perhaps some oversight in the switch to https that caused this?

If you are monitoring your rankings, what are the recent stats? Have you seen drop in rankings in google.com etc.

There's been a general decline in keyword rankings since the switch, except in Ireland.

No manual issues being highlighted in Webmaster Tools either.

We've an experienced team who have managed dozens of changesovers from http to https.

We're stumped as to why we're seemingly being penalized by search engines in every country but Ireland.

North America was always our target market.

possibly the causes of all this are other, I would check all the back links from US sites, http-https is not the cause. If your website has been penalized by the search engines why USA is a link structure wrong

Check your backlink profile, are there any unexpected and new changes your team missed out?

Assuming your http to https transition was smooth, it's unlikely/impossible that the drop was due to the https change.

I will check the backlink profile.

Could the backlink profile have been effected by the https changeover? Our dip in organic traffic corresponds with when we changed protocols.

What is the country which is highest no of visitors come to your site. Is it USA or Ireland

If it is Ireland then google figure out this is a Ireland based web site and raise the ranking on google.ie. Try to get more traffics from USA.

I wrote an international SEO guide that I can send you if you give me your email address. Some of the content is a bit outdated because I wrote it 1 or 2 years ago, but the international portion of the guide is still on-target.
