    This is the real situation where any professional SEO guy's have to face. Most of the people don't have any idea of the SEO process. There for spammers bid the project for less prices and do the low quality works.

    If we doing the SEO process correctly that is a very time consuming part.So spammers use some automated tools and do very low quality works.(use fiverr gigs)

    I think you have to explain to your customer the rick of google penalization of his website if some spammer will do the low quality works.How it affect to his business and it's may be ruin his whole business because of that.

    You can't win all. You need to understand that not all customers are your ideal customer. If you client is ready to go with a spammy seo cos of price,then so be it.

    Focus the energy on other things and when his site is penalised or it doesn't work out, then bill him twice the initial fee
