about 'Unblock Google From CSS & JavaScript'

Hi
i have used my website WP Fetch as Google for make sure that google have not a problem with my site and i found this resualt: 'Partielle' with 0 error 0 warning but this line on red:
Disallow: /wp-includes/
and whene i'm trying to edit my robots.txt i didn' find it on my server because i didn't creat it !
so why even if i didn't use robots.txt google see it ? i must do something for or it's ok ?
