If you use low quality social bookmarking websites that has only short duration of time this will end up to link scheming and Google will raise a red flag on your site which signifies penalization.

According to me they're not. Usually you're not getting a link on any high-PR page, and often the links are nofollow.

It used to be a method of getting traffic (back in early age of SEO), but now, social bookmarking has a very less (to none) impact of search rankings.

Yes, you may get traffic from social bookmarking sites but mostly the traffic won't be targeted or of quality.

Cheers,

Build Up Your Profile
This point is so important: It’s not enough that you have a profile on any social bookmarking site. You need to build up your profile. The better your profile is, the more chance your content has of being noticed by others.

Social bookmarking generates backlinks easily. This is the most important factor why SEO marketers are doing bookmarking. Getting backlinks can’t happen instantly unless you will be paying someone or purchasing a machine that can generate backlinks quickly. Back linking is an important factor in SEO, and one of the essential determinants in search engines in calculating the rankings.

In the question of getting traffic Social bookmarking is the best way to generate it. So my suggestion is to use social book marking site but if you use social sites which alexa rank below 50k you can get better result.

Yes, the backlinks are easy to generate, but they're also usually very weak. Some sites use nofollow links. Backlinks are an important factor, but you do not need weak or completely pointless backlinks.

How and why does social bookmarking supposedly generate traffic? Are people really browsing through each other's bookmarks like crazy? Doesn't sound likely to me.

What does Alexa rank have to do with anything? Well, I guess it's sort of appropriate to use inaccurate metric to track your pointless activities...

A nofollow link doesn't automatically increase traffic. Yes, that's probably the only benefit you get from them, but this should tell you why social bookmarking is totally useless.

Apparently it's major part with clueless people. You know, because it usually doesn't yield quality backlinks and the link juice is nowhere to be found.

Directory submissions used to be one of the top notch SEO OFF page strategies. However, things have changed with time. Most of the directory sites are deemed irrelevant or just like link networks now. But the strategy is still pretty effective, provided, you find some quality directory sites and stick to a handful of them.

The top tier sites will give you traffic as they are busy. The lower end ones probably will not do much.

I suppose the links might help with ranking from the quality sites but careful not to over do it as too many links just from social bookmarking sites and nothing else will look iffy.

I have no idea what you're trying to say. You set up your site by setting up your site, not by posting your link to some weak 3rd party site. Social media has no place in this process.

No, it's not. I find that many SEOs don't actually bother. There's no such thing as "high PR website", because PR is calculated for each page. Also, publicly visible Pagerank was last updated in late 2013 so it's not a metric you should use.

There's no such thing as "high PR site". You need to consider the page that the actual link sits on, the backlink profile of the site, the number of links on the page, and so forth.

I'm not quite sure how social bookmarking could "improve traffic rapidly". It's not like people are constantly clicking each other's links. Or maybe your "social bookmarking" is something like Reddit?
