Several cities, how to do SEO?

Hi,
We have a site where we try to be hotels.com for event ventues (Short version)
So far we have only been in the capital (Oslo) but we are now starting up in other cities. I have been a bit short-sighted, and we are doing really good on seo in Oslo and also districts of oslo.
So we are found both on selskapslokaler Oslo and selskapslokaler stovner (a district of Oslo)
https://eventum.no/selskapslokaler/oslo/
https://eventum.no/selskapslokaler/oslo--stovner/
So now we are moving to for instance Bergen where we have url:
https://eventum.no/selskapslokaler/hordaland--bergen/
My question is how you would have the links between Oslo and Bergen pages to let both
the users and google navigate with easy? As it is, if you are in Bergen and search the generic term "Selskapslokaler" the result page is
https://eventum.no/selskapslokaler/oslo/ and not bergen... And we are not found at all on the search selskapslokaler bergen..
