      If there's a public sales page advertising links, yes, it's bad.

      If the link is private between only you & another webmaster on a relevant backlink domain, well, impossible for Google to know it's a paid link.

      Look at it like this, If you can easily find a public link sales page, so can everyone else including Google.

      Google tends to follow the masses, when folks start running a link source in the ground, Google is watching & taking notes.

      Yes, this is very much safe unless you are purchasing a service for that. You can get in touch with website owners on your niche and contact them with good post ideas to grab their attention. Apart from that, you can try creating profiles on behance and other similar sites to leave some posts on your own.
