Unexpected backlinks - damaging spam?

I have suddenly received a lot of backlinks (around 20 in the past month) from a domain called insuredcity.com. The pages it directs to is just a lot of images of my products which are links. The home page is just a white page with a search box and the words "insuredcity.com".

I've done a site:insuredcity.com search and it doesn't come up so I'm assuming this has been deindexed as spammy by google.

The question is

why have these backlinks happened?

and

will they be damaging my page rank and should consequently be disavowed?

Maybe it`s some kind of spammy image searching website that is grabbing your photos from google images.
As far as I can tell from your description that site cannot be any good news. (that kind of homepage, not appearing in SERPs are red flags).
You should disavow those links to be sure because either way, they are not providing good traffic.

You must monitor number of links and quality of backlinks on the website, so shady backlinks won't harm your position in SERP and brand visibility.

If this links appear, you can use Google disavow tool (single link or whole domain) to send signal to algorithm to ignore those links.

  Unfortunately, by the time you've been hit by Penguin, it's too late to prevent the damage. The best you can do is work to restore what you've lost. Even worse, Penguin is not part of the algorithm in the same way Panda is. You need to make your changes and then wait for the next rollout of Penguin to see those changes take effect.
