You can not choose to place it, it is placed automatically if the Quality Score of your ad for that keyword is high enough to be placed at the top. And Quality Score is a function of CTR(about %60), relevance of your ad(about %30) and landing page(about %10).

What ademmeda media said, but also expect to bid high too. Google puts the ads that make them the most money ( Which is where CTR and Quality Score come in ) in the top spots.

What if the place I advertise in has no competitors at all?

For example, I bid on "asdsdgsdf" which clearly has NO competition(just an example).

Then I will get my ads on the top for even $0.01 per click?

If there is no competition on the keyword , then yes you will be first, though it still could be Google puts you on the top right, and not directly above the organic SERP
