"Negative" SEO - attack on my site?

Hi,
I have a site dedicated to handicapped children.
I had very nice SERP, I have original content, it is nice site.
Yesterday I realized, that Google is ignoring my site.
In google webmaster tool I found out, that Google gave me penalty.
I found a lot of strange links to my site like //3086/sunny1795-18/.do or /business/map/smoke.html
But this pages do NOT EXIST on my site at all!
There are hundreds of links like that, all of them are 404 error.
What should I do?
I wrote to Google that my site was compromised with these backlinks by someone else...
I checked FTP, all files are ok, no hack.
Please, help me.
