Local SEO even with generic terms

Hello,

My question is about local SEO. I´m entered a generic kw in google, and the results was...

#1: a normal page
#2: a page from the same site, but now with a specific page to my city.

As I said I did not filled a specific term in my search (as my city).

This process is built by Google, right? I mean, you can improve your Local SEO, but this specifc result is only validated by Google. Or is there a kind of rich snippet to build it?

    Yes, using Google search while signedin to your Gmail INFLUENCE on the results you'll see on Google. Secondly to answer your original question, there's no snippet used as per the image you attached, and yes, since you searched a generic term, Google identified the results as per the content it deemed relevant to show in search results.
