Is this considered legitimate link building?

Hi There,

I was browsing around sites and wondered if this is considered spammy or legitimate link building: ResumeGenius subreddit details

A lot of links on this page seem to be very keyword targeted, but isn't that against Google's guidelines?

    I don't see much wrong with it, but because there isn't much actual content on the page, it probably doesn't rate very highly for Google. More content would increase visitors' length of stay. Basically, the more user-friendly you make a site, the better Google likes it too.

    I think you are just spamming some useless site that
    will eventually get shut down.

    Legitimate would not even be mentioned in the same sentence.

    That site will never be ranked, but the sites on the first page of the average Google search result have the target keyword in about 26% of their backlinks. That's down from last year, which was down from the year before
