Link Juice On Pages Not In Google Cache ?

I'm under the impression that if a page is not cached by google it does not pass any value at all to any outbound links it has. Is this true ?
There is conflicting information around, but my impression is that if Google does not know about it then it does not count. Simple ?
Let's take an example, you syndicate a press release to 100 sites, the press release is live, but after 2 weeks none of the pages are cached by Google, you can certainly access them directly.
