How SEO Relates To Press Releases?

Hi Warriors,
Just wondering if the same rules apply to SEO and bank links and getting slapped by the Search Engines if don't do it correctly or are these newswires something else entirely?
I just don't want to hire someone on Fiverr to do a press release for me and they submit it and I get slapped because the back links where bad. Or do back links apply with newswires?
