PDF outranking HTML pages options to de-index but keep link juice?

I have a few PDFs that have quality back links but the problem is I don't want them ranking higher than my HTML pages or at all. The PDFs essentially took over my HTML pages SERP ranking and are now sitting at a #2 ranking and receiving traffic. I want to pass the link juice these PDFs have to my HTML page instead. Is there anyway to do this using rel=canonical or some other method? Server is NGINX so I can't edit htaccess. Maybe no indexing the PDFs, adding link to HTML page within the PDF? Or will doing no follow work? <a href="blah.pdf" rel="nofollow">blah blah</a>
