i mean after set up the site ( choosing theme , installing pluging ,writing content ...), i have just to buy these gigs , services or packages ( or what you want ...) , stay away , and waiting my site being at the first position ( assuming a low competitionn niche ) , thats it ?

No, the keyword planner has a column that indicates if its low competition. There are lots more metrics to check to find that out. you need to do a competitors' analysis to know if it will be easy to outrank those sites.

No. Your meta description will help in increasing your click-through.
