    In simple words Disavow tool is used to tell google that these sites that are linking to you are built by mistake or by your competitors and you dont entertain them.

    Michael Koehler hit the nail on the head. It's typically used to help remove spammy links that have caused a penalty but if you use it and continue to build spammy links generally Google will decide to not Disavow the new bad links I use it a lot to remove spammy links that other SEO agencies have built.

    It's a tool you have to use whenever you get greedy with your linking habits. Be careful with it though. You could end up disavowing links you didn't mean to. Which isn't that big of a deal because you can always go back and delete them from your disavow file.

    It's used for Google to allow webmasters to tell Google they're actively trying to game Google SERPs. The average webmaster would never care about backlinks.

    Some people are gullible and think Google loves them enough to allow them to link sculpt at Google's expense (disavow tool).
