Trailing slashes debate

Hi All,
My client has the following Url structure to refer the region and language. - I know its not an ideal structure but due to technical issues we cant do it better -.
www.example.com/ch/fr/
www.example.com/ch/de/
For Search Console, I need to have the trailing slashes after the language so the individual account can be set up.
But, my question is what do we have to do with the rests of URLs, how do we have to write them in the sitemap with the trailing slash or without?
www.example.com/ch/fr/about/
www.example.com/ch/fr/about
I guess once we´ve choosed the leading URL we need to add a 301 redirect or canonical.
