Does the competition bar on the Google Keyword tool show the competion for this keyword or does it simply show the competition between advertisers for this keyword?

If it doesn't tell me the competition for that keyword are their any free methods that do?

    This is competition amongst advertisers. To find out how hard it is to rank on the first page you would look at the top few spots and access their page rank, backlinks, and whether they were optimizing for the exact keyword phrase. There are some keyword tools that are supposed to help you with this. I think Micro Niche Finder and Market Samuri. I don't use them so I'm not sure.

    For Google I use KeywordSpy in order to zero in on exactly who is competing for exact keyword phrases. Everything the Google has ever told me with their tools seem to be just very good estimates.
