How to optimize the website xml sitemap ?

Hello,

I am working with one startup is a marketplace for freelancers. In this marketplace, 2500+ freelancers added and 400+ projects posted. The website has around 3000+ pages. When I generate xml sitemaps in this sitemap only show 446 pages not all pages of a website. Why ? Most of the pages google can't crawl. So I need your help how to optimise the website and how to make best robots file for the website?
