Does Anyone Know this.. RSS?

I am having trouble understanding RSS ... a few people have told me you submit the feed of your domain JUST ONCE to different RSS directories and then someone else said you submit EACH TIME you write a new article?

Anyone know for sure?

You submit once, no need to resubmit everytime you post in your blog all you have to do is Ping after posting.

  I agree with edpudol1973 in submitting RSS you only need to submit it once.
  But if you have different RSS then you can submit that as well.
