Target specific country with .com doman

Hi,
I set in webmaster tools to target users in country I have content for.
When I go to google.xyz and use advanced search setting my pages are found only for specific language but not for country search.
Any suggestion how to make google recognize my web site to be from that country. I know I should submit to web directories in that country but there are none.
Btw, how can I create blog at blogspot.xyz When I open blogspot I always get my country version.
In articles I link to pages from that country since I give visitors info where to find addition info.
