Linking out: towards pages about the same keyword VS towards complimentary ones?

I tried to find the answer in articles, but I could not find it:
Linking out to other websites is good, but should you link out to a page that is about exactly the same keyword?
For example: my article is about 'self confidence tips', and I want to link out.
Is it bad to link out to an external page about 'self confidence tips'?
So should I link to a complimentary page, like 'assertiveness tips' or 'Tony Robbins'? Or even to a homepage instead?
