wrong pages are ranking for keywords?

It's slightly complicated, so i appreciate any help i can get. Here goes :
I tried typing 'site: mysite.com "keyword phrase" ' , and the pages that are appearing on the serps for this query are my site's pages which aren't that optimized for SEO, instead of the landing page that i want. however, when trying 'site: mysite.com "keyword phrase 2" ' (slight variation of the original phrase), the ACTUAL page that i want to rank appears as no.1 .
the funny thing is, when typing "keyword phrase" into google, the actual page that i want to rank appears on page 3, while the other pages that appear for 'site: mysite.com "keyword phrase" ' do not appear at all. at this point i am very confused and am unsure of what to do. any insights would be greatly appreciate. thanks
