Optimizing Image Size on WordPress

In Wordpress, if I reduce a 900 x 900 px image to a "medium image" (300 x 300 px), is the image size (in terms of page speed) still 900 x 900 or has it changed to 300 x 300? Ie can I forego image compression if I reduce the image size on Wordpress? Also, what is a good size limit for standard images in a blog post?
