Adding header tags without text in between. Best practice?

Hi,
I would like to know the best practice in employing the header tags for sub headings. Is it Okay to add header tags followed by lower level header tags without text in between? I mean like the below example:
SEO benefits (H2):
SEO for website (H3): followed by text
SEO for users (H3): followed by text
Here there is no content in between H2 and H3 tags....Is that Okay? Or those sub headings under H2 must be just bold? I'm concerned as we have multiple pages to go on with similar structure of content?
