Newbie question: targeting specific customers - where to start?

Hi there my fellow warriors,
For a few months I have been specializing myself in SEO, Adwords and Analytics. Now after setting up some Adwords campaigns and playing around with SEO optimalization for a few clients, one of them asked me the following:
Can you target a specific niche of companies, for example ''Fish stores'', in a specific area, let's say the ''Northern province of Belgium''.
Obviously this is possible. The only question here is, where to start and what are my options?
Can anyone give me some advice on this?
(I have a budget of 10$ p/day to work with after setting it up.)
