CTR DECREASE

i checked my website traffic report and get to know that my 10 keywords are ranking in 11-20 position on google but most of them having low ctr means they getting 1000 impressions but just 18-20 clicks
so does i make changes in meta tag so that CTR gets increased
but my concern is if i changes the meta tags can my keywords ranking gets decrease,i dont want to lost ranking i just wanted to increase ctr
