The moment you paid some SEO person $100 to start promoting your site is the moment you started digging your own grave with your own shovel, and why did you do this? because you are too cheap to buy a quality link that has authority for $100, and you wanted that $100 to go as far as it could go, but it doesn't, and this is where your downfall starts....
Legit SEO is not one size fits all, no sir, sorry. SEO should be custom fit to each size, and that is because SEO is not a one size fits all, and if you use these type of SEO providers, then sooner or later, and probably later, you will just end up cleaning up the mess of spammy backlinks.
You are wondering why your traffic has taken a noise drive, and this could be for several reasons, and one of those reasons is link spam, it does not matter if you did it or not, and Google does not care about who did it, and it is your responsibility to keep your link profile clean.
