Bounce is interesting in SEO.. we have GA that counts 1 visit 1 page as a bounce. As Mike suggests clicking on an external link going forward would still be considered a "Bounce"

A "Bounce" as Google sees it... The searcher clicks a link and visits a page, then presses back to the serps and then clicking on a another listing within the same serps the end user used to click on your site.

A user in the eyes of Google that is searching "higher education" and visits your page and then backs out back to google and immediately searches another term is in theory NOT deemed a bounce. And SPECIFICALLY this is not the type of data we can get our hands on.

Does your content push the user to refine the search? or are you simply providing great content that supplies the needed answer?

I want to say it was Mike that used the term "Wedding" as an example a few years back. Look at the content that is provided when searching that term. The links on those pages are intent based links. "how expensive is a wedding" "do I have to wear a white dress to my wedding" etc etc.

What you really need to look at is the INTENT of your user and how tyour content may effect that... does it answer it completely or does it leave further questions that you are indeed answering elsewhere and should provide links to that content on the pages viewed?

A word of caution, bounce rates are a diagnostic metric that helps your to understand what is going on, it's not a KPI (Key Performance Indicator).

You generally should not have a bounce rate goal, it's just a diagnostic metric to help you understand what is happening.

In many cases lower Bounce rates may be a good thing, but low bounce rates can also be an indication of trouble. Looking at your website overall bounce rate tells you very little that is useful in marketing. You need to be looking at bounce rate in context to location, goals, and engagement objective on individual pages, not on all pages collectively.

If a typical user can complete their objective on a single page of your website then a high bounce rate would be indicative of success, and a low bounce rate an indication of a problem. It's just a piece of the puzzle, a mere hint about what may be happening, and anyone telling you that a high bounce rate is not good, without know anything about your website objectives and how you've structured the flow on your website engagement is simply giving generic information that may be inappropriate to your goals.

Stop thinking of Bounce rates as an objective and instead use it to understand what may be happening on each individual page of your website.

You may want to look at Average Session Duration, Or Time On Page metrics, but even then it isn't very useful unless you have setup a Timer Trigger or Scroll depth script to trigger events based on user engagement. The easiest way I have found to do this is by using Google Tag Manager. GTM has Scroll depth triggers and Timer triggers built in that can be used to get a more accurate picture of engagement levels,
