GMB and citations for a multi-locational business

-virtual offices set up in different cities
-He's not sure if he should show his address on google my business. He would rather not because he doesn't actually have a physical location(has virtual offices) but doesn't want his local SEO rankings to suffer.
- has an 1800 number that he uses on all of these locations for Google my business. He does have local business numbers for each of his locations however they are not published.
- He wants to keep the 1800 number on the homepage of his website.
- He wants to build citations.
My questions are
-Would it be better for local SEO and him ranking on the local 3 pack by having local numbers for each of his locations?
-Im trying to convince him to show his address on google my business but not sure if creating separate locational pages on his website that includes his NAP is better or having him put all his location's NAP in his footer. Any thoughts?
-Should he use local numbers for all his different google my business locations? If he does, should I list all his local numbers on his website? Where is the best place to place his local numbers on his website?
-In order to build citations for him, should I build separate citations for each one of his locations and keep NAP consistent or is there a better way to build them where you only have to build them once for his business and it cover all his locations?
