Here is my question. Does google like ads which server a specific town and do they pay them more relevance to them (cheaper clicks and higher up) opposed to a campaign which just targets the country?

We run various "geotargeted" PPC campaigns for our US clients so hopefully I can answer your question. Your ad position on the Search network is simply a matter of your Max CPC and your quality score. Google doesn't give "cheaper clicks" if you bid on a city/town/county level vs. nationwide, but you might get higher CTR rates if you include the city info in your ad. And by increasing your CTR rates, you in effect increase your Quality Score, which helps you get better positions and/or lower CPC rates.

    Just remember...

Your CPC rate = Max CPC x Quality Score

If you want cheaper clicks, lower your Max CPC and/or increase your Quality Score

From what I understand, if your quality score is increases,
      your cost per click decreases.

So if what I said is true, being so definite in your keywords (if relevant)
      can potentially lower your CPC
