Google Adwords Basics?

I've been in the IM realm now for about a year and I'm about to try out PPC. Can someone please explain how Google Adwords works? More specifically;
Lets say I searched Google keywords for "how to get rid of mold". The keywords show that the PPC avg is $3.00.
When I set up my adwords campaign, what should I set my bidding option at?

Go to the Adwords site itself. There are many tutorials and topics to give you a great start. It will also keep you out of trouble if you follow their TOS. They have been getting trigger happy lately and shutting people down that don't comply with the TOS.

  I would buy a course on PPC first if I was you. Two great courses I recommend is 1. Perry Marshall's definite guide to adwords and 2. James Schramko's double digit CTR
  
  This will get you on the right track because if you dont know what you are doing then you stand a good chance to lose big with PPC
