Adwords: can't see Ad Groups in new account

have created a new mcc account, then created a new account and a new campaign, all from within the mcc master account.
I wanted to create the skeleton of a campaign, then upload the rest via Adwords editor.
But after inserting my keywords and ads I don't see any Ad Group tab???
Where do I add new ad groups?
Can it be that they automatically assigned a "Starter" type of adwords account (not the standard one)?
How do I get the standard interface for this account - I see nowhere I can switch or upgrade to it?
