Paid Blog Reviews VS Article Syndication

I've had success in the past buying paid blog reviews, but now with services like freetrafficsystem and uniquearticlewizard, are there any advantages to buying blog reviews?
I understand that when buying a blog review, you can target sites that are much more valuable to get a link on, but I've seen some of my articles from freetrafficsystem get placed on PR2 and PR3 sites.
If money is not an option, what would you guys recommend as the most long term and effective SEO strategy?
