Depends on the site's niche. Think about what your site is about and then think about related sites that are high PR that might want to link to you.

first, search blog that has high PR at google.
Then post our comment at all blogs
that has high PR.

actually choose a suitable blog
to make a backlink is very important.

if we choose a blog that has a
poor pr or maybe was banned by google,
we will get a poor result too.

so make up backlinks at high PR blog
can help our blog to have high PR faster.
