Recovering from a slap...

I'm pretty sure I've been slapped as I hit a site with a ton of profile links when it was young without enough alternating of anchor text (when I didn't know much about SEO). It hovered like 10 pages back, about 4 months ago, and nowadays it's completely gone. The blog page on the domain is still indexed for the phrase, and the main page itself IS indexed, but just isn't anywhere to be found for my phrase anymore.

Can I recover from this? IE build relevant backlinks and bring my site back and rank it for the keyphrase?

"Query Deserves Freshness" and your pages aren't fresh anymore, hence the drop back to their natural level. The links you got don't carry much, if any, authority so the natural level is going to be low.

The answer is to get mo' better links.

You probably have not actually been penalized due to poor quality backlinks - Google just discounts or ignores those links.

So yes, start building good quality backlinks and you should be able to build your rankings up over time.

Could i be penalized for the seemingly artificial period of no links being built for a while?

  It's unlikely that you would actually be penalized for building poor quality backlinks. Part of the reason for this is that if Google penalized sites for having spammy backlinks, a competitor would build spammy backlinks to your site to get you penalized. So, Google usually just ignores or discounts the spammy backlinks.
  
  What sites you link to are important, though, so if you were involved in an automated link exchange program for example, you might get penalized.
