Adwords Low quality score help

For a one word keyword my quality score is very low. Adwords reason is that the keyword isn't relevant but it also finds no problem with my landing page or any other factor. The keyword is in ad text, and its on the landing page. What could it be? Keep in mind there is no sales letter on the page, just a sign up for a membership, and the only time we ask for money is for donations to charities. What else could google be looking at to consider the phrase not relevant even though when using common sense it is?

    A single word keyword is likely not very relevant in many searches if you are using as a broad keyword. Just because it might be relevant in some searches is not good enough for AdWords.

    When it comes to keywords used in the search network, Google only accepts "extreme" relevance. They actually use the words "extremely relevant" in their guidelines.

    You should always use negative match keywords extensively when using broad match terms or single word keywords. While using negative keywords helps it often is not enough to meet the "extreme" relevance threshold for the search network.

    You should still be able to use it in "Content Network" only campaigns without too many issues. The search network has a much higher standard.
