Noob adsense questions

around a year ago i set up an adsense account but didn't really use it at all. i have just tried to set up a blogger account and add some adsense adds only to be told that my email address is not linked to any adsense account. so any ideas what has happened? has my account been deleted? also when i now try to register a new account i have problems with it asking me for a us state or zip code (I'm based in the UK) any work arounds for this?

    If you succeed to log in you can change many options, if not send them mail, explain all of what the problem is and waiting for answer, you don't have to worry if you're not doing anything illegal
    I think it's pretty simple.
