Target Language French English?

I am targeting French language in my campaign.Noticed when doing search a French word in Google English i don't see my ads unless i switch to french version of the google search.
Is it a good idea to target French and English in the same campaign in this way no matter from where an user does his search will see my ads as long as he types the right French keywords?
